If the REBOL 'community' is a small one, I bet the REBOL 3 community is even smaller, but I will ask anyway. Is there a naming convention developing for REBOL 3 scripts, like maybe script-name.r3, or do people just use the dot-r suffix?

.reb is the recommended extension for Rebol 3 scripts.
